There is a GPS Dog Locator now on the market retailing at about $200. with monthly service costs of $10 - $15.? You can read more about it, but evidently it sets up as an area you define and if your dog leaves that area, you receive a text or other contact along with the position of your dog.

It is a collar attachment, so someone could remove it, but if your dog is a roamer or an escape artist, it seemingly will work well for that.
Just saw the commercial on TV, have not yet tried one.
