Our basset, Shirk, had this situation as well and we too fought it for a year with all types of antibiotics.  It was not until the total ear canal ablation, that he was cured and never had problems with his ear again. Just be sure you have an extremely competent vet for the operation.  It is a nasty surgery but in the end, sometimes all that can be done.
