Marlene, Morse has always been a frightened boy too  -  he is getting better, but loud  noises terrify him and anything 'new' (we had to get rid of the bean bag we got him as he wouldnt walk on it due to the 'crunch'). Perhaps try and distract her when she is frightened with something she liks like a tiny treat, and try to make it in to a good thing for her. Does Annie have any other dog friends? Its just that when Morse was a pup and really frightened to go near the busy main road, we got his friends from the village Sunny and Homer to walk with us for a few weeks. He was so happy to see them it made him forget his fear, and they gave him confidence too, and he just finally forgot all his fears on the road.
Also, does she have an extension lead? That's a good way of letting them roam but with the confidence to be able to stop them if you need to.
