Alan, our yard has chain link fencing - it was there when we bought our 
house.  Over the years, we had some settlement of the ground which left 
a couple of small Basset-sized holes underneath it.  So, we had the 
fence re-strung lower to the ground and added bottom rails and voila!  
No more escapes.  They peer through it, can see everything and 
everybody which they love. Definitely, go for the bottom rails.  Enjoy 
your new fence!
