I'd be tempted to pick up the poop with the rocket stick in it, put it in a plastic bag and attach the vet bill to it and present it to the neighbors.  Too bad you can't load some poop into a rocket and...um...send it back to them, special delivery so to speak.  Glad Elwood's better.
