Ignore, ignore, ignore.  Curie has the same problem.  We've been dealing 
with it since we got her in Oct 2007, she was a rescue that came from a 
very bad situation.  She was attacked last fall by another female mutt 
and it got worse.  But we are dealing with it one day at a time.  She 
prefers to be outside most of the day so that does help and when she's 
really excited we ignore her completely.  We do allow her, and only her, 
to put her feet up on us when we pet her.  This keeps her from piddling 
when she's touched.  Granted she's a small girl at only 40 pounds.
