[Dailydrool] leash versus harness

My new rescue basset hound is terrible on the leash.  Goes flat basset when he doesn't want to  move. Any suggestions on a better system to help him stand up and get moving, rather than the choke collar and leash?    I end up picking him up in the front, then the back, then the front then the back......It's getting hard on my back needless to say. Any suggestions would be appreciated.  Treats don't mean a thing to this guy.....
