The Basset Hound Club of America's Basset Standard allows for Bassets up to almost 15 inches at the shoulder.  Anything over 15 inches is a disqualification for the show ring.

The average is 13 inches.   Some of the older lines of Bassets and some from England and other parts of Europe have very short legs, very heavy bone and lots of skin.

A Bassets legs should be long enough that the body is not dragging on the ground.  American breeders, for the most part, have been breeding for a little longer straighter leg and a little more length of body and less folded skin. 
 The health of our Bassets should come first and very short or very crooked legs can cause problems.  Just as heavy folded skin can cause issues.
Of course Bassets with very long legs, like beagles, isn't what you want either as you start to lose the Basset "type".
