This is common in basset hounds and I have found with mine washing him in SulfOxyDex or OxyDex shampoo works will.  You need to leave it on for 15 mins so that it can flush out the follicles.  It doesn't always resolve it completely but it helps.  After 10 and 1/2 years I have just let it be and just check to make sure it's dry and no infection starts up there.
