[Dailydrool] Pet insurance

I read an article title "Why I'm ashamed to be a vet"  written by a Veterinarian in England regarding, among other things, Pet Insurance.    His opinion was that Pet Insurance was just a license to print money.
Would it not make more sense to put a small amount away each month in anticipation of large emergencies? 
   In my experience dogs don't start costing serious money until well into  middle age.
