Yes it can be a sign of pain but the suggestion he has had too
many changes and stress makes sense too.
At 15 the change is hard on him but fact he's with your family
he is lucky.  I almost cry when I look at the picture of
a dog in a snow storm waiting for his master to come back.And he's long gone.
He is ok now with you all.,
