The information you're questioning is called a "Tag Line"
 
Tag-lines go at the bottom of messages or are appended by different programs
and different email sources ... like free web-based email companies
(hotmail, aol, etc) which will add an advertisement tag at the bottom of
emails coming from their service, offering to have the recipient try their
service.
 
The tag-line was appended as either some issue the person sending email
liked to make public, or was commonly a randomly appended joke or wise
saying.. etc.. 
 
The person that posted the message (DUFF) had that as a tagline .. it wasn't
the only thing in their post to the drool.. 
 
Many people on the drool use taglines, Bassets Are You Best Friends author
"L L / Lovely Lucy" (through Thomas Petrick's account) has posted slew of
tag-line material.. they are a line in quotes, and then the Author.
 
eg:  "Hell hath no fury like a computer scorched - Unknown"
 
and while you (Bryan) should see the following correctly (done via HTML),
many droolers may not

That's a version of HOTMAIL's tag line ... suggesting that people who don't
want to use Hotmail's web interface and that have Outlook, can instead
follow directions at their "Learn Now" link and can thus be satisfied with
using a hotmail account too.
 
And not to start a war, but if you're allowed to express your opinion, then
why isn't Duff ?  So long as his tag is not slanderous, hateful, or crude
enough to upset the worst sailor.. there shouldn't be a problem with his or
anyone else's tags. ...not that there's anything wrong with sailors ;-) LOL

I'm wondering if you approve or agree with this comment in issue 10: 

"[Reduce greenhouse gases. Teach a liberal sign language. ? 1997 Duff]"
 
I thought this newletter was about  bassets and those that love them...there
are other venues for "Duff" to
express his opinions
