Most AC are either contracted by the City/County or a City/County agency. 
Contacted ACs are trying to operate on a contract they signed years ago. 
City/County ACs are all under mandatory cuts because of the economy.  With 
the pet over population explosion over the past 5 years, all ACs are full to 
the max.  These license fee increases are the only way they can continue to 
take care of the animals in their care.  In many cases you haven't had a 
license fee increase in years.  Might I suggest you look at licenses fees as 
a donation to homeless animals.
