[Dailydrool] Rescue question

I had someone who was thinking of putting their Basset in Rescue tonight call me to tell me that when they approached the rescue about taking their dog, they were told they had to put money up for the dog in escrow.  I have not heard of this or read it on any of their forms.  Can someone clear this up?  Also, when a rescue takes in a dog and it is fostered, does the rescue pay for the dogs vet care?
