[Dailydrool] won't play

Hi Everyone,
We have a young foster boy that won't play with the other dogs.When my own
basset trys to start the play the foster just screams and barks.He doesn't
try to bite or anything but it terrifies him.He has no scars like he had
been hurt at least no physical scars.Anyone ever seen this before.He is our
6th foster since March and this has never happened with the rest.
