We have the same problem with Radar.  He is always fed last and is 
always the first to finish.  We have tried all sorts of things to slow 
him down.  The first was the Breakfast Bowl which has nubs sticking up 
in it to slow the eating down.  This worked but he would chew on it when 
he was done which I didn't like because it was plastic.  Next was the 
scattering the food on the floor so he had to "hunt."  This doesn't work 
well with multiple dogs!  Then came the cookie sheet.  He was like a 
vacuum because nothing got in his way.  Finally, now, he eats out of a 
muffin tin.  We divide his food equally in the muffin cups and add 
water.  This seems to slow him down.  I am not sure that I still ever 
hear him chew, but he is slower.  As long as he lets out his big boy 
burp I am satisfied.
