Hi Bill,

I'm a paralegal and I think the first thing to do is review, your condo covenants. The covenants spell out the "dos and don'ts" for living in the community. 

Generally speaking when these types of incidents are concerned there usually are one or two folks who are breaking the rules and the goal is to find these folks and have them behave. The meeting may also be an attempt to clean up the poop and put a new protocol in place. I doubt very much that the home owners are going to "sniff out" all doggies over the weight limit.
