This answer is not from any scientific study, but merely anecdotal. 
I've never had a basset eat oranges, but years ago our mutt Dessa LOVED
orange peels.  If anyone ate an orange, she was sitting at their feet
waiting for the peel.  Dessa lived to a very ripe old age of 18 or
so, so I don't think they hurt her any.
