I use Mushers Secret on my three dogs paws in Duluth, MN.  It works 
pretty well, even at -10 degrees F.  And, it's great for my hands.
It won't be as effective as boots, and you will have to defrost their 
feet sometimes (as in they hold up a cold paw and I hold it in my hands 
to warm it), but it's a lot easier than boots.  I think the trick is to 
put enough on. I tend to not get enough on, due to trying to put it on 
twelve paws at a time. 
The boots didn't work for Tucker, my basset, either. He thought there 
were just something to play with.
