So here is the deal on this.  Imagine that everytime you opened your mouth to speak, a high pitched annoying squeel happens.  You might stop opening your mouth... but here is the kicker... how long are you going to go without talking?  What ends up happening is that it has a possiblity of actually working the first few times.  So if you have one, use it for three barking occaisions and then throw it away, because after that, the animal sensitizes to it and just puts up with the annoying squeel.  At some point, the squeel is still going on and the animal ignoring it, but it becomes like a mosquito further irritating the animal and then people start seeing things like aggression, nervous ticks and odd unpredictable stuff.

Then there are the neighbors animals.  They don't even open their mouths and the high pitched annoying squeel happens.  What happens to them?  All kinds of insanity.  I have heard of neighbor-neighbor wars started over the use of these.  In one case, it was much prefered to have loud dog barking, which might be the healthiest outcome.

Dogs need an opportunity to bark and run and play.  Those things usually go hand in hand.  So the best answer?  EXERCISE.  Get those bassets out moving in the am before work, especially tracking or dog parking, or something where they are moving really well, and barking and playing.  Then they can nap the rest of the day.  If you can't do that, there are some very inexpensive dog walkers out there who can.  Check them out.
