I agree with AnitaW.

If you have Firefox, you don't want to vote and confirm
and then go to Tools->Options, select Remove one Cookie,
then in box that comes up, don't delete TheAnimalRescueSite.com
and vote again like all the people voting for the top ranked rescues
aren't doing.

That is bad, bad, bad, but effective.
