Its against the AVMA's guidelines for a vet to refuse to give out scripts...
you could write to them and complain and if your former vet is a member
(seems like most are or say they are) she could get a reprimand from them
for it.. 
 
script issues are another reason I left my last vet... charged 7.50 for hand
writing prescriptions.. didn't help on scripts that were 4 dollars at
walmart and 10 dollars at the vets .... but did help when something like
Rimadyl was needed and 7.50 was nothing compared to 150 dollars for 180 tabs
on line or 216 dollars through vetman, and vetman knew it.. pissed me off to
no end ... and whats even funnier.. is that the vet I'm with now, is the
"sister office" to my previous vet.. the two vet offices operate about as
opposite from each other as possible..

My former vet had a real cow about not filling them through her and refused
to give me a 'script and became rude and then blew me off.  This is how I
arrived at my "new" wonderful vet, Dr. Seth Cohen, of Kenwood Vet in
Minneapolis, MN.  2 paws up!  :)
