There is no way to diagnose a lump by feel per se.  When I think there is a cyst I try to express it or put a big needle in it to open it and express it.  If thick toothpaste looking stuff comes out or water looking fluid then I would go with cyst.  Otherwise I take a fine needle aspirate of all other masses and send it to the lab for a board certified clinical pathology veterinary to look at.
