Food allergies are something that vets should know about. There are dermatology and allergy specialists too.  You need to give the new food up to 12 weeks to see a complete difference sometimes.  Flash had been on Eukanuba Fish and Potato when he was 6 months old then on Nature's Receipe Vension or Vegetarian, then onto Hill's z/d ultra, and now Wellness CORE grain free.  All of those worked great I just changed because of availablity and finally looking for a better quality food.  
Alot of foods in store are LOW allergen but not HYPOallergenic.  Additionally when you do a food trial you can't give ANYTHING other than the food.  If she's on z/d dog food but Purina treats then you don't know what she's allergic too.  If she's on Purina HA but getting glucosamine/ chondrotin with beef protein in it then you don't know what's allergic too.  
So I would just try one thing for awhile and see if that works.  If not there's always a dermatologist who can help you.
