[Dailydrool] Constant Scratching: I am at my wit's end! Help!

My BH Sammy, 8 years old, has been scratching since the 4th week of August.  No fleas, we put him on a hypoallergenic diet, no other signs of pests.  He scratches his rib cage with his rear feet, then licks his paws, and chews at the root of his tail.  Vet said he could keep giving cortizone shots; I'm totally against that.  Sammy already has Stage I kidney disease and I don't need him constantly peeing.  To ease his suffering, I am giving him Benadryl, but then feel sorry for him as he gets so drowsy from it - though it's hard to tell as he sleeps almost all day normally.
 
Any ideas?  I' desparate to help him.
