Over the years and through many "found" dogs, I have learned that it is essential to report the dog to local animal control.

Many will allow you to then foster in the home after filling out paperwork.  In some cases, the dog must go to the shelter, but can be marked with a hold for you or the rescue group if not claimed.

By doing that, then you meet the legal obligation for ownership reclaiming and waiver.  Sharp owners will be there within 24 hours, or will be contacted by the shelter when they scan the dog and pick up the microchip.  Not so sharp owners will have time to get there, and may need to pay some to the shelter to reclaim the dog, which may keep them from letting the dog loose in the future.  Bad owners will lose the ownership right to the dog, and then you or a rescue will get the dog back.

In some areas, rural areas, local vets are also a good place to initially attempt a reunite, but then it becomes essential after that first contact to then call animal control.  Do not put up found posters that describe the dog, make sure people who call make that identification.  

If you don't do these things you can end up with a ner-do-well getting back a dog they are not being responsible for to begin with.
