What you are looking for are "Show Potential".Nothing is cut and dried.If you understand the Standard and the what it describes you can intelligently choose one or two hopefuls. You develop "an eye"which just means by looking carefully at a puppy you can see how it is growing,evaluate how it gaits, or has an "Attitude" that is conducive to what you want to see in a show dog. What qualifies as a pet can be something as minor as a turned out foot,an off bite,a sloping topline,shoulders to far forward etc. Then there are major faults that prohibit a dog from the show ring(different things for different breeds),for bassets it is long hair, over 15 inches in height at the shoulders. Some call it a crap shoot but puppies can be evaluated in a way to give you the best possibility of picking a show potential.Sometimes it helps if you have several people evaluating the litter. Once one or two is picked they are kept longer to see if they grow into what you kept them for. Somebody else may word all this differently but you get the idea.
