[Dailydrool] Rules of the Shelter Challenge

There is no possible way most of those shelters are voting only once a day
per person.  Some of these shelters are pulling in over 50k votes a day.  I
don't care how big a city you live in, the chances of getting 50k people to
vote for an animal shelter, every day, are infinitesimally small.  Since
there seem to be so many getting the big votes, I can almost guarantee
everyone is maximizing their votes however they can.
