You can also cut out a cat sized hole in a baby gate that a basset cannot get through.  Some gates come with these already built in, like the one from Home Improvements catalog. 

If you cut a hole in the wire, just make sure the edges are covered with something, or you sand them down so they will not hurt anyone.

But we have found that having that only cat-sized gap there, is crucial.

This also gives the cats another "dog free escape", which is crucial in preventing predatory drift problems (do a web search), which can easily happen in multiple dog homes.
