To anyone who questions the reasons of a rescue, I would strongly urge you to contact the president or PR person of that rescue for the answer. Please give them a chance to explain 'why' to your satisfaction, so that you do not put false or uninformed information in a public forum that may do irreparable damage to the rescue. There very well may be circumstances unknown to you which made it better for the dog to go to rescue instead of a private home. It's always better to get the information first hand, and if you still disagree, that's your right, but give them a chance to answer your questions first.
