Generally when the third eyelid gets really red, it is due to one of two  
things.  Either he has picked up an
infection (or inflammation), or he has an allergy that is affecting his  
eyes.  With it being both eyes at once, it is probably allergy.  You  might 
try benedryl--1 mg. per pound of weight--and try washing his eyes with  
artificial tears, such as Tears Naturalle.  If this doesn't work, then he  needs 
to see the vet for prescription drops or ointment.
 
Also, no, 3 is not too young for more white to be showing up on his  face.  
It is a bit unusual, however. Sometimes this can be caused by the  food you 
are feeding.  If you like, e-mail me privately regarding  this.
