I have an acquaintance who breeds for show notabasset and here nameles
She has puppies ALWAYS. The ethical guideline for the breed, which all club
members must sign, suggest no more than one or at the most two litters a
year plus a year in between litters (at least) for each breeding bitch.
Beyond a certain age, bitches are no longer supposed to be bred but right
now I cannot remember what it is.

Good breeders do not have puppies ALL THE TIME. They have periods, perhaps
years, when they are not actively breeding. They have a plan to start with.
They want this quality improved (let's say good elbows in Bassets) in
particular, and that quality (let's say glaucoma-free) and altho her
Bassets are nice, this breeder is also breeding heavily for temperament.So
this breeder carefully picks and chooses what dogs and bitches will be
bred. If no glaucoma-free line of males is avialable, she doesn't breed
until there is. TIf the male is glaucoma free but the bitch is snotty, she
may not breed her.
Reputable breeders have "Puppies sometimes", not puppies always.
A show breeder who always has puppies, always has several new dogs waiting,
always breeds is no better than a puppy mill. That's how you decide who you
are dealing with. One of your questions to a breeder should always be; How
many litters a year do you have?
