[Dailydrool] Update on the abused dog next door situation

Thank you to all of the Droolers who have written to me. Many have asked for an update. Not much to say. The dog has not re-appeared. I have just come from the Humane Society where I went to follow up. Another investigative officer talked with me. I suggested in my very most tactful, constructive, even-handed way that it might make more sense for the investigating officer to wait until he/she is at the site of the complaint before alerting the owner that an investigator is on the way (so the person does not remove the dog from the scene as happened in this case). The officer said that usually in fact that is what they do, but they have a different protocol when a second complaint comes in and there is already a file on the case. That a complaint was filed a year ago by a different neighbor and this officer said 'when they investigated, the dog was fine'. (Remember, in our state being tied 24/7 under a house is not neglect. The dog was not starving a year
 ago, apparently). In cases where there has been a non-actionable investigation previously, the humane society calls the owner and interviews them on the phone to see if it is worth sending an investigator again. In my case, the owner had told them he no longer lived next door and the people there now had no dogs. (Then the owner ran off with the dog). The humane society said they had actually bent the rules by sending an investigator anyway. But to call them again if the dog showed up again. I said maybe I'd steal the dog if that happened. He said then I would be arrested for trespassing and theft. I stopped on the way home and got a bottle of wine. It is only noon here but I think a bottle of wine is called for.
