Cats running through the neighborhood! I feel your pain, Bev. Our neighbor has two cats who wouldn't use the litterbox, so she lets them out to use her neighbors' yards instead. I'm pretty sure my hounds have been sick a few times because they ate these cats' poop--and who can stop a hound determined to snack on kitty crunchies? One of the cats is clearly sick. Previously I addressed the issue with the owner, and she merely told me that they'd almost lost the cat in the summer, and no, it had not been to a vet. I haven't seen it around for a while and wonder if it died somewhere. I didn't have money to take on other people's vet bills, and I didn't want to take the cat to the vet only to find out I'd have to put it to sleep, which I'm fairly sure I would have.

I leave an old dog igloo out in my yard, though my dogs would never use it, because the cats need some kind of shelter when it's cold or snowing. They've used it frequently.

The only solution I can think of, Bev, is for you to contact a local feral cat group. If nothing else, they may trap the cats and fix them. Perhaps you could even talk the group into moving the cats somewhere else too. 
 
I go crazy about cat owners who won't take care of their cats. They have it even worse than dogs, it seems, when they lose their home.
