If your neighbors do whhat is prohibited, call the police. Tell the officer that you would like them to warn the neighbors, this time. 

If they still do it, call back and charge them. Take pictures and be prepared to go to court. 

Now then, how are you going to make up for dropping the scale on his foot? This should call for some serious treats.
