When Rosemary and Veronica had their ailments at the end, the critical care hospital we went to near Chicago would give me a 'as low as or as high as' kind of estimate if I recall correctly. (Really should omit the word 'low' and rephrase 'as high as or as super-duper high as' but that's the way it goes. The only way I can see not giving cost estimate is if it were for treatment options with the logic being to figure out what's wrong first. But you are talking about eval. Can your regular vet intercede at all?
