[Dailydrool] Basset mix still in Philly Shelter going on 10 months now!!!!

I’ve reached out to Tri State who said that the Philadelphia SPCA doesn’t work with their rescue so Lilly is STILL languishing in the shelter.  She is only 3 years young and practically 1/3 of her life has been there.  Can ANYONE help her???  Mid Atlantic perhaps???
