I have no experience with those, but I do know a basset 
needs a harness, not a collar around his neck with a leash. 
Bassets are prone to glaucoma, and any pulling on their neck
can put pressure on their eyes. We have a little girl who 
was tied to post in the desert and she must have pulled and 
pulled trying to get free. She was horrible on a leash when 
we got her, and shortly after we got her she lost her first 
eye to glaucoma, and the second a couple of years later.
