The best home test I know of to tell if your dog is blind is to drop a 
cotton ball in front of that eye (you will probably have to block her 
other eye, if you want an accurate test). A dog with sight will follow 
the ball with its eye. If the dog ignores it, that eye is probably gone.

If Amelia does not have sight, I know it is upsetting, but bassets do 
very well with only one eye--our Dexter, who lost his sight to glaucoma 
and was missing an eye when he came to us, hardly showed his lack of 
sight on that side, unless someone came up on the blind side and 
surprised him.
