I have been told that Neem Oil, also Cedar Oil, rubbed on dog fur is a dog-safe mosquito repellant.  Most human mosquito repellants are not safe for dogs.  I think there are a few dog mosquito repellants on the shelves at the big pet store chains as well.  Not sure what ingredients they have.  I’m at a dog adoption event at PETCO today with a rescue and I’ll have a look.  Val
