I can't believe I am making two guesses in one day!  Are you our SP?
 
1. I don't know where you live, so I am unsure on the mileage clue.
2. I have posted clues.
3. I have two houndies.
4. Minot, North Dakota, is the county seat.
5. Minot definitely sits on a river, the Mouse/Souris River, which caused a flooding catastrophe this year in Minot.  
 
So, most of the clues seem to fit us!!  So???  Is it us??
