I agree with Jessica that the microchip "industry" misrepresents the 
effectiveness of microchipping. I had exactly the same problem with our 
Nellybelly.
When we failed with fostering Nelly, we were given all her microchip 
stuff (and training certificates, and "pedigree," and evidence that the 
former family really tried, you know).  Everything appeared fine, except 
that our vet used the "wrong" scanner too.
It should not have to be rocket science.
