Dear Elwood's mom,
 
You can contact the dog's owner, but if that does not work, the dog warden.  Every
place has one.  If the dog does not have a license and is not vacinated, the people
can get in trouble.  Also in most places the dog is supposed to be on a leash.
If that does not work you can file a complaint with the local magistrate.  It would
be good if you had the names of the people who saw the incident as witnesses.
Action against pit bulls has been in the news.  In Toronto, Canada it is against
the law to bring any new pit bulls into the city.  Hope this helps.
