You might just try educating people on what it means to have an overweight dog. Point out that your dog has a definite waist and just a bit of fat over the ribs. You should be able to feel the ribs, but not have them sticking out.

If that's the way Mona is, she's not fat. If she has more weight on her than that, she could lose a bit. 

If you educate people, they may not appreciate it, but they'll have good information and will probably shut up. If they don't, maybe you need to tell them that bassets are a dwarf breed, which is why they are built that way.
