In response to the question about what states have too many bassets, I would say anywhere in the deep South, i.e. Alabama, Mississippi, Georgia, North and South Carolina, etc. have bassets that end up in Animal Control. The very sad part of this is that some of these ACs still use gassing and heartsticks to kill dogs in the most unbelievable, inhumane ways. 
I know this is a forum for bassets, but all of the hounds, especially the larger breeds, i.e. bloodhounds, black and tans, blueticks, fox hounds, etc. are very susceptible at AC because they are not as easily adopted as bassets. There is a lot of information about gassing dogs on the web. Just do a google search and it will pop up. It usually happens in the poorest areas of the country.
