We went through exactly the same thing with Bella, at exactly the same age
of 13.5. We chose not to put her through surgery. The vet said it could be a
week ... could be a month. Bella carried on regardless, in no pain or
distress, for nearly a year. 
Every dog is different; but the no surgery option is not an immediate death
sentence.
