[Dailydrool] Rat-face Ruby bears a message--what does it mean?

My old neighbor used to let her dog (Chihuahua) roam the street with a leash
attached after she was told off by the association for letting the dog out.
Apparently the association told her that the dog must be leashed if it goes
out.  So she stuck the leash on and then let the dog out - complying with
the letter of the law if not the spirit.
