My first basset, Max, determined that this was the way to walk when he 
was a puppy.  He would just drag his back legs around at times.  There 
was nothing wrong with his legs. I guess he just figured he had all his 
strength up front.  After a while, he decided to use his back legs and 
never had a problem his whole life. Gotta love those bassets.
