Humping or mounting is done by both males and females.  If not sex/heat
related between males & bitches, then often is it a sign of superiority.
 
Pack dynamics necessitate one Alpha.  Underlings of the alpha hound, will be
the ones that get mounted, in a variety of ways (front, rear, side, etc)
 
In hound to human humping, again it could be sexual in context (smelling
something on the human that makes them think incorrectly) but more often it
is alpha / pack related and can only be controlled with training and or
asserting human alpha status.
