I don't want to make a bad joke, but it's possible that the woman you're 
describing has "lost" at least part of her mind.  If she is elderly (and 
that can be anywhere from 60 onwards) and is developing Alzheimer's, she 
could be fixated on the dog and imagining numerous things.

An initial manifestation of the disease can be irrational negative behavior. 
She may need professional help - or she may actually be receiving it, but 
has access to a telephone.  If you can't get rid of her, you might want to 
have her son give you a call so that you can tell him how his mother is 
behaving.

It really doesn't sound like she's acting normally.  Actually, it sounds a 
bit like my mother behaved.
